    Straddling the pitcher’s rubber without the ball is to be interpreted as intent to deceive and ruled a balk. SO WHAT IF THE PITCHER DOES HAVE THE BALL? IS HE ALLOWED TAKE SIGNALS WHILE STRADDLING THE RUBBER?
